Heard Mr. R.N. Prusty, learned counsel for the petitioner and Mr. S.K. Samal, learned Additional Government Advocate through Video Conferencing Mode.

According to Mr. Prusty, the petitioner is aggrieved by action of the authorities by which the actual extent of land which he has cultivated has not been reflected in the Mandi Card. He further submits that the Secretary, Machhamara Cooperative Society, Gajapati (opposite party no.6) is responsible for such mischief. In such background, he submits that the old Mandi Card issued in his favour be cancelled and a fresh Mandi Card should be issued reflecting all the plots in which cultivation was done by the petitioner. During course of hearing, he submits that liberty may be granted to the petitioner to file a grievance petition before the Collector, Gajapati (opposite party no.3) for redressal of his grievances and further prays that a direction be given to the said opposite party to take a decision on such petition within a stipulated time period.

Considering the submissions made and without
// 2 // expressing any opinion on the merits of the case, this Court grants liberty to the petitioner to approach the Collector, Gajapati (opposite party no.3) by filing a grievance petition along with copy of this order through Registered Post within a period of one week. In the event such petition is received by opposite party no.3, he/she is directed to take a decision on the same in accordance with law by 31.1.2022 and communicate the result of such exercise to the petitioner. 4.
The writ application is accordingly disposed of. 5.
Parties may utilize the soft copy of this order available in the High Court's Website or print out thereof at par with certified copy in the manner prescribed vide Office Order dated 7th January, 2022.
