This matter is taken up through Video Conferencing mode. 2.

Heard Mr.S.D.Routray, learned counsel for the Petitioner and Mr.Praharaj, learned Standing Counsel for the State-Opp.Parties. 3.

The Petitioner has filed this writ petition seeking direction to the opposite parties to count his past service with effect from the date of his initial ad hoc appointment towards career advancement as has been directed by this Court in Karunakar Sahoo v. State of Orissa (W.P.(C) No.20648 of 2016) disposed of on 27.06.2017. 4.

Mr.S.D.Routray, learned counsel for the Petitioner contended that the order passed in Karunakar Sahoo (supra) has already been implemented by the State Government. Therefore, the Petitioner may be permitted to file a fresh representation before the authority within fifteen days indicating the above aspects, so that the authority can apply their mind and pass appropriate order in accordance with law. To which, learned Standing Counsel for the State has raised no objection.

Considering the facts and circumstances of this case, without

// 2 // expressing any opinion on the merits of the case, this writ petition stands disposed of with the direction that in case the petitioner, with regard to the grievance made in this petition, files a fresh comprehensive representation before the authority within two weeks, the same shall be considered and decided by the said authority in the light of the ratio decided by this Court in Karunakar Sahoo as mentioned supra, as expeditiously as possible, preferably within a period of three months from the date of receipt of such representation along with the authenticated/certified copy of this order. 6.

As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a print out of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned Advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020 as modified by Court's Notice No.4798, dated 15th April, 2021 and Office Order dated 7th January, 2022.
