Heard learned counsel appearing for the parties. 3.

From the submission of learned counsel appearing for the petitioner, it appears, petitioner is the owner of the land involved and the public authority is attempting to infringe the Civil Right of the petitioning by laying pipeline in the petitioner's land. There is no response to the request of the petitioner, the suffer of the petitioner is manifold.

In the circumstance, this Court observes in the event there is infringement of Civil Right of the petitioner, nothing prevents the petitioner to approach the Civil Court for appropriate remedy even involving the damage, if any. 5.

With this observation the writ petition stands disposed of. 3.

As restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout copy of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020 as modified by Court's Notice No.4798, dated 15th April, 2021 and Court's Office order circulated vide Memo Nos.514 & 515 dated 7th January, 2022.
