This matter is taken up through Video Conferencing Mode.

Heard Mr. A.K. Moharana, learned counsel for the petitioner and Mr. D.K. Mohanty, learned Additional Standing Counsel.

According to Mr. Varma, the petitioner is aggrieved by the tardy manner in which investigation is going on in connection with Dhauli P.S. Case No.21 dated 30.12.2020 registered for commission of offences under Sections 420/294/323/406/406/34, IPC read. During course of hearing, he submits that liberty may be granted to the petitioner to approach the Deputy Commissioner of Police, Bhubaneswar (opposite party no.3) for redressal of his grievances. 5.
Considering the submissions made and without expressing any opinion on the merits of the case, this Court grants liberty to the petitioner to approach the Deputy Commissioner of Police, Bhubaneswar (opposite party no.3) by filing a grievance petition along with a copy of this order
// 2 // through Registered Post within a period of two weeks. In the event such grievance petition is received by opposite party no.3, he/she is directed to take a decision on the same in accordance with law within a period of eight weeks from the date of receipt of a copy of the said petition keeping in mind the mandate of statute that every investigation is required to be completed without unnecessary delay and communicate the result of such exercise to the petitioner. 6.
The CRLMP is accordingly disposed of.

As the restrictions due to resurgence of COVID-19 situation are continuing, learned counsel for the parties may utilize a printout of the order available in the High Court's website, at par with certified copy, subject to attestation by the concerned advocate, in the manner prescribed vide Court's Notice No.4587, dated 25th March, 2020, modified by Notice No.4798, dated 15th April, 2021, and Court's Office Order circulated vide Memo Nos. 514 and 515 dated 7th January, 2022.
