Respondent No. 2 is not a necessary party being only an officer of respondent No. 1.

Disputes and differences have arisen between the parties which it is agreed are liable to be referred to arbitration in accordance with the agreement.

The petition is, therefore, disposed of by appointing Shri A.S. Narula, a retired Additional District Judge, Punjab, as the sole arbitrator. The fees shall be as per the Chandigarh Arbitration Centre (CAC) (Administrative Cost and Arbitrators' Fees) Rules, 2014.
