Present writ petition has been filed under Article 226/227 of the Constitution of India for issuance of writ especially in the nature of Mandamus, directing the respondents to permit the petitioner to upload his documents for consideration of his application for the State Award to Teachers-2020 announced by the Department of Secondary Education, Haryana vide Notification dated 19.10.2020.

At the outset, instead of pressing the petition on merits, learned counsel for the petitioner confines his prayer that the petitioner would be satisfied if the representation dated 17.12.2020 (P-5) is decided by respondent No.2 expeditiously.

Prayer seems to be justified.

In view of the agreed stand taken by both sides and without going into the merits of the controversy, this writ petition is disposed off, with direction to respondent No.2 to consider and decide the representation (P-5) of the petitioner in accordance with law by passing a speaking order, preferably within a period of one week from today. It is also the anxiety of the petitioner that he be permitted to appear before the respondent No.2 in person, which is fairly acceded to by learned State counsel on instructions from Mr. Sunil Deswal, Assistant, Office of Director Elementary Education, Haryana. However, keeping in view the present pandemic, proper arrangement be made for participation of the petitioner through video conferencing system and the appropriate contact number of the official/officer concerned shall be intimated to him today itself.
