**** Rajan Gupta, J. (Oral) Learned State counsel, at the outset, submits that the matter was looked into by Additional Chief Secretary, Local Government. He passed a speaking order, Annexure R-1, on 05.07.2016. Operative part thereof reads as under:- "And whereas the reply received in response to that show cause notice was considered at the level of Hon'ble Local Government Minister. He was afforded an opportunity of personal hearing on 15.06.2016. Consequent thereof and after appraisal of the material facts on record he was found guilty of two charges on that account. The alleged charges were considered not so serious. Keeping in view all these facts, the show cause notice served upon him vide letter no 6/79/201121g3/302668 dated 8.9.2014 is disposed off with a letter of 'warning' to him to remain careful in future.'
