Reply by way of affidavit of Vinay Pratap Singh, IAS, Deputy Commissioner, Gurugram, dated 3.12.2018 filed in Court is taken on record. Copy given to counsel for the petitioners.

It is not disputed by learned counsel for the petitioners that the speaking order has since been passed vide order dated 10.7.2018 (Annexure R-4).

In view of the above, no contempt is made out. Dismissed accordingly.

However, in case, the petitioners are aggrieved of the order dated 10.7.2018, they are at liberty to challenge the same in accordance with law.
