This petition is filed under Sections 11 and 12 of the Contempt of Courts Act, 1971 (hereinafter referred to as the "Act") for the alleged violation of the order dated 26.04.1999 passed in CWP No.15853 of 1997. There is no averment in the petition highlighting the intentional and willful disobedience on the part of the respondents for the purpose of proceeding against them as per the penal provisions of the Act. The petitioners have not specifically mentioned the date on which the cause of action had accrued for the purpose of filing this petition, which is otherwise barred in view of Section 20 of the Act.
