1. The petitioners by way of this writ petition claim pay scale equivalent to that of Workshop Instructors. It is submitted that the petitioners were appointed as Laboratory Instructors and are performing their duties in various institutes. The Board of Governors of Baba Hira Singh Bhattal Institute of Engineering and Technology had recommended to revise their pay scale and have also taken a decision that the same may be ratified from the Finance Committee and arrears of pay fixation would be paid after improvement of financial position of the institute. However, the State Government and the Finance Committee have not yet revised the pay scale of the petitioners which ought to be equivalent to that of Workshop Instructors. Hence, it is prayed that this Court should direct the respondents to grant the revised pay scale as recommended by the Board of Governors.
2. Question regarding granting a particular pay scale for a particular post is within the domain of policy decision of the State Government and goes beyond the pale of judicial review.

3. This Court would not therefore enter into such adventurism, and as it is the concerned Government to take a decision relying upon several aspects including the financial constraints, prima facie this Court finds that the Board of Governors may have approved the pay scale but it also mentions about the poor financial condition of the institute.
4. Considering all the aforesaid aspects, this Court does not finds any reason to direct the respondents to pass any orders of granting higher pay scale to the petitioners.
