Reply by way of affidavit of Chander Shekhar, Director Elementary Education, Haryana has been filed court. Learned State counsel has referred to Para 3 thereof which reads as under:- "3. That in compliance of the above orders of this Hon'ble Court, the respondent considered and decided the representation of the petitioner by passing a speaking order dated 22.11.2016. The copy of the same is annexed as Annexure R-1 for the kind perusal of this Hon'ble Court. As per speaking order his claim ahs been declined at present and ordered that such teachers shall be provided another opportunity in the near future in the next phase of transfer so that they can get the convenient station as per their "willingness, weightage and eligibility."
