It is submitted by the learned State counsel that although the continuous efforts are being made by the police authorities to arrest the proclaimed offenders, however, they were not found at the places mentioned in their addresses filed by the complainant. Learned State also informed that statement of respondent No.4, who is councillor of the area, had also been recorded.
