The dispute in the present case pertained to conduct of election of the Managing Committee of respondent No.4 - The Chak Sarwan Nath Multipurpose Cooperative Agriculture Service Society Limited as the term of the earlier Managing Committee had already expired on 11.7.2019. 2.

Vide order dated 3.2.2020, this Court, while noticing that elections already stood conducted on 16.1.2020 i.e. after filing of the present petition, had directed the State to file an affidavit regarding guidelines for fixation of election programme. The relevant extract of said order reads as under : "However, while issuing notice of motion, the State had been directed to file an affidavit regarding the guidelines for fixing the election programme and whether it is to be conducted on one day itself, which is an issue which is coming up repeatedly." Pursuant to the aforesaid directions, the State had filed reply by way of affidavit of Sh. Nilkanth S. Avhad, IAS, Registrar, Cooperative Societies, Punjab, Chandigarh accompanied by the amended guidelines for fixing the election programme, which were framed pursuant to order dated 3.2.2020. 4.
