Alleging illegal detention and torture by police on a false complaint made by one Parveen Kumar-erstwhile business partner of petitioner, latter moved a complaint/representation dated 4.8.2016 to the respondent for taking necessary action. Since no action was taken on his said representation, he approached this Court by way of CRM-M 28401/2016. The said petition was disposed of by this Court vide order dated 17.8.2016 directing respondent to look into the said representation moved by the petitioner and to dispose of the same within four weeks from the date of receipt of copy of the said order. Present contempt petition has been filed alleging willful disobedience of order dated 17.8.2016 passed by this Court. Upon notice,reply by way of affidavit dated 24.1.2017 has Rajinder Parshad Joshi 2017.02.15 16:49 I attest to the accuracy and integrity of this document

COCP 3172/2016 been filed by respondent stating therein that upon receipt of order dated 17.8.2016, an inquiry into the allegations made by the petitioner was got conducted and during inquiry it was revealed that petitioner is a person of criminal antecedents and as many as seventeen criminal cases stand registered against him. It is further stated that in the inquiry report, the representation dated 4.8.2016 moved by petitioner has been found to be devoid of any merits and therefore, ordered to be filed vide detailed order dated 23.1.2017, copy of which has been annexed with the affidavit as Annexure R-1.

After hearing learned counsel for the parties and going through the contents of reply filed by respondent, in my considered opinion, substantial compliance of order dated 17.8.2016 has been made and no further action is warranted.

Rule is discharged.
