JASWANT SINGH, J (ORAL) The petitioners, who were serving as Ferro Khalasi (a Class-IV post) in the Public Works Department Building and Roads, Haryana, have sought for initiation of contempt proceedings in view of the alleged non-compliance of the directions issued by this Court vide order dated 27.5.2016 passed in CWP No.10732 of 2016 directing respondent No.1 to take a final decision on the recommendations made by the Department through letter dated 31.7.2007 with regard to providing for a quota in the Rules for Class IV employees like the petitioners to be promoted as Tracers within a period of four months from the date of receipt of certified copy of the order.

Upon notice, an affidavit dated 25.4.2017 of Rakesh Manocha, Engineer-in-Chief, PWD (B&R) Department, Haryana has been filed on behalf of respondent No.1 stating that in compliance

COCP No.3247 of 2016 #2# of the directions of this Court, the proposal for amendments in the Draftsman and Tracer (Group-C) Service Rule 1998 with regard to the case of the petitioners has been rejected by the Government after due consideration vide communication dated 23.1.2017 (R.1).
