Petitioner alleges violation of order dated 22.09.2017, Annexure P-1, passed by the writ court. Operative part thereof reads as under:- "In view of the above and without commenting on the merits of the case, I deem it appropriate to dispose of the instant petition in terms of granting liberty to the petitioner to approach the respondent authorities/competent authority by filing a comprehensive representation along with supporting documents/material to demonstrate that the qualifications/degree possessed by him is a duly recognized qualification as per UGC/DEC guidelines."

In the eventuality of any such representation being preferred, the competent authority thereafter would be obligated to consider and to take a final decision thereupon expeditiously and in accordance with law."
