***** Rajan Gupta, J. (Oral) Compliance report by way of affidavit of Mandip Singh Brar, Deputy Commissioner, Karnal-respondent has been filed in court today. Same is taken on record. Learned State counsel submits that a speaking order dated 03.05.2017 was passed.

No cause of action survives in this petition. Same is hereby disposed of. Rule is discharged.

Regarding the inordinate delay in complying with the order passed by the writ court, an enquiry has been instituted and certain officials have been found responsible for the delay. A prayer has also been made in the affidavit for waiving the punitive costs of Rs.20,000/- imposed by this court vide order dated May 08, 2017. There is no ground for accepting this prayer. Same is hereby rejected. However, State shall be at liberty to recover the costs from the officials found guilty for delay in complying with the order.
