IN THE HIGH COURT OF PUNJAB & HARYANA

AT CHANDIGARH Date of decision:14.03.2017 Surinder Mittal ..............Petitioner v.

Suresh Kumar Arora,IPS ..............Respondents Coram:

Hon'ble Mr.Justice Jaswant Singh Present:- Mr.Ranjan Lakhanpal,Advocate for the petitioner Jaswant Singh,J.

Petitioner alleges that on 9.1.2009 he was handcuffed when arrested and therefore, contempt proceedings be initiated against the respondent police officials for having violated the directions passed by Hon'ble the Supreme Court in D.K.Basu v State of West Bengal [1997] 1 SCC 416 and also followed and reiterated by a Division Bench of this Court in its decision dated 24.9.2008(P-1). Learned counsel for the petitioner concedes that for the same incident the earlier contempt petition filed bearing COCP 3150/2014 was dismissed by this Court vide order dated 6.10.2015. In view of the above, no case for initiation of proceedings under the Contempt of Courts Act is made out. Dismissed.
