Petitioner claims to have migrated from Uttar Pradesh to District Gurdaspur,Punjab in the wake of anti-Sikh riots. He claims that as per policy for claiming certain benefits by the riot victims the required Red Card was not being issued by the District Administration. Writ petition bearing CWP No.25145/2013 for seeking such a direction was disposed of vide order dated 13.10.2014 with a direction that in case the petitioner is able to show the proof for entitlement to the Red Card, the same shall be considered and disposed of within a period of three months of receipt of such representation with proof. The petitioner has not been able to either show the proof submitted by him or the relevant instructions entitling him to the issue of such Red Card. This Court vide order dated 1.3.2018 directed the petitioner to produce the relevant instructions.
