(ORAL) In the instant petition under Section 482 Cr.P.C., prayer has been made for withdrawal and transfer of proceedings consequent to FIR No. 58 dated 17.10.2019 (Annexure P-3), under Sections 323, 365, 382 and 342 read with Section 34 IPC at Police Station Singh Bhangwantpur, registered at the instance of petitioner, who was kidnapped and mercilessly beaten up in a murderous assault launched by the accused (in collusion with their associates), from aforesaid police station to any other investigating agency (except Ropar Police), as the local police is not investigating the matter in legal, fair and transparent manner. Learned counsel for the petitioner contends that the purpose of instant petition would be achieved, if, respondent No. 4-Inspector General of Police, Border Range, Patiala, is directed to decide representation dated 02.12.2019 (Annexure P-6), moved by the petitioner.
