On the representation of petitioner dated 20.04.2019, State of Punjab has passed a speaking order (Annexure P-9). Grouse of learned counsel for the petitioner is that this order has not been passed by the minister himself to whom the representation was addressed. Under the Service Rules, minister has not to pass any order in person. Orders are to be passed by the concerned department after taking note of grievance in the representation.

As the speaking order has been passed by the State of Punjab through its concerned department, I find no reason to take any further action in the mater.

Instant petition is disposed of accordingly.

However, the petitioner can avail other legal remedy available to him under the law.
