The petitioner was appointed on daily wage basis as Clerk w.e.f. 6.11.1997 by the Chairman of the Panchayat Samiti, Maur, District Bathinda. Petitioner filed CWP 11095/2015 claiming regularization in terms of the regularization policy dated 23.3.2001. The writ petition was disposed of vide order dated 17.7.2015 with a direction to the Director, Rural Development and Panchayat,Punjab to pass a speaking order within three months from the receipt of the certified copy of the order. Since the needful was not done hence the present contempt. This Court vide order dated 18.4.2017 while issuing notice of motion in the contempt petition for 29.5.2017 directed a compliance report to be filed failing which costs of Rs.10,000/- were liable to be paid. Reply dated 20.12.2017 of the Director,Rural Development and Panchayats,Punjab has been filed wherein it is stated that a speaking order Rajinder Parshad Joshi 2018.03.19 17:11 I attest to the accuracy and integrity of this document

CM 158-159-CII/2018 in/and COCP 895/2017(O&M) rejecting the claim of the petitioner was passed on 10.4.2017(Annexure R1). It is also pointed out that the Executive Officer of the Panchayat Samiti without prior approval had passed order dated 28.7.2017 regularizing the services of the petitioner which was subsequently withdrawn vide order dated 12.12.2017 and the officer concerned directed to be proceeded against for disciplinary action. It is thus submitted that the directions contained in the order dated 17.7.2015 stand complied with although belatedly. CM Nos.158-159-CII/2018 have been filed seeking permission to deposit the costs of Rs.10,000/- in compliance of the order dated 18.4.2017.

In view of the above, no further action is warranted in the present contempt petition.

Disposed of.
