The revision petition is incompetent. If the appeal has been dismissed for not taking steps to serve the respondents, the procedure open for the petitioner will be to file an application to restore the appeal and take steps also to serve the respondents. The respondents are not available at the address. The petitioner will move an appropriate application for substituted service by setting out reasons as to why he could not have served the respondents at the address given. The Court will consider the same and pass appropriate orders. 2.
