RITU BAHRI, J.(Oral) Petitioner is seeking issuance of directions to the respondents to regularize his services, from the date the services of junior employees have been regularized by the respondents.

The greivance of the petitioner before this Court is that his services have been regularized w.e.f 23.07.2014 whereas no of junior employees who were appointed upto 2003 has already been regularized w.e.f 01.04.2011, as per order dated 19.11.2019. In this regard, petitioner has given detail legal notice dated 25.11.2019 (P-4) but no action has been taken till date. Issue notice of motion.

On asking of the Court, Mr. Kiran Pal Singh, AAG, Haryana accepts notice on behalf of the respondent-State. Learned State counsel submits that for the purpose of regularization, the District Level Committee has been formed which shall examine the case of employees of Education Department. CWP No. 1591-2020 this stage is being disposed of by giving direction to District Level Committee at Karnal to decide the legal notice dated 25.11.2019 (P-4), within a period of four months from the date of receipt of certified copy of this order. The District Level Commitee at Karnal shall pass a speaking order thereon after affording opportunity of hearing to the petitioner, failing which, it shall be liable to pay cost of Rs.50,000/- to the petitioner. This condition of imposing cost is only to prevent the petitioner to run from pillar to post and avail remedy of contempt in case of noncompliance of directions issued by this Court.
