This matter is being taken up for hearing through video conferencing due to the outbreak of pandemic, COVID-19. This writ petition has been filed seeking direction to respondent no.2 to take action on complaint dated 04.10.2019 (Annexure P-1), submitted by petitioner, raising various allegations regarding illegalities and irregularities allegedly perpetuated by respondent no.3. Learned counsel for the State, to whom an advance copy of paper book has been supplied, informs that an inquiry on complaint dated 04.10.2019 filed by the petitioner, already stands initiated on 20.11.2019. Learned counsel for the State, on instructions from Karanbir Singh, Regional Transport Officer, Sangrur, who has been appointed as Inquiry Officer, in this matter, submits that inquiry shall be concluded within two months.
