The alleged detenues, whose names have been mentioned in Para No.4 of the petition, are stated to be working in a Brick Kiln under the name and style of Guru Hargobind Sahib Bricks HBC Marka, Village Bachiwind, District Amritsar, Punjab and are stated to being in illegal custody of respondent Nos.4 to 7 and their accomplices. The District Magistrate of the District is the Competent Authority as per Chapter-IV of the Bonded Labour System (Abolition) Act, 1976 to deal with such like matters. The petitioner, therefore, is relegated to avail the remedy before the District Magistrate concerned.
