Complaining wilful violation of the directions of the Court in Civil Writ Petition No. 5530 of 2017, decided on 15.07.2019, the petitioners have invoked the jurisdiction of this Court under Article 215 of the Constitution of India read with Section 12 of the Contempt of Courts Act, 1971. The operative part of the order dated 15.07.2019 reads as under:- "In view of the above, without adverting to the merits of the case, the present petition is disposed of with a direction to the respondents to consider and decide the claim of the petitioners in the light of the ratio of law laid down in Jaswinder Singh Bedi's case (supra) within six weeks from the receipt of the certified copy of the judgment. In case, on consideration, the competent authority reaches to the conclusion that the benefit claimed by the petitioners is DEEPAK KUMAR BHARDWAJ 2022.08.02 12:54 I attest to the accuracy and integrity of this document

C.O.C.P. No. 279 of 2020 admissible to them, in such eventuality, the consequential relief be allowed to them, within a period of six weeks thereafter. However, in case the competent authority feels that the relief claimed by the petitioners is not admissible or made out, in that case, a speaking order be passed in the matter, in accordance with law".

Mr. Nikhil Chopra, Additional Advocate General, Punjab, has placed on record a reply along with the order dated 12.04.2021, passed by the Chief Engineer/Head Quarter & Dispute Resolution, Water Resources Department, Punjab.
