******* SURINDER GUPTA, J.(Oral) After arguing for some time, learned counsel for the respondent submits that he has no objection if onus of issue No. 3 framed in this case is changed. Therefore, issue No. 3 is re-casted as follows:

(3) Whether the application has been filed by the authorized and competent person? OPP The petition is allowed to the above extent. As onus of issue No. 3 has been placed upon the respondent in this petition. The learned Rent Controller will provide opportunity if so desired, to the respondent/landlord to produce evidence on this issue and proceed further in accordance with law.
