Instant writ petition has been filed under Article 226/227 of the Constitution of India inter alia for issuance of a writ in the nature of mandamus directing the respondents to grant Non-Prohibited Bore (NPB) Arms License to the petitioner under the Family Heirloom Policy dated 15.07.2016. 2.
Counsel for the petitioner submits that an Arms License was issued to the petitioner's father, who possessed two weapons. He submits that the License was renewed upto 07.04.2023. He submits that petitioner's father expired on 21.04.2021, and by application dated 17.04.2023, Annexure P-4, petitioner applied for the License under Rule 25 of the Arms Rules, 2016, but the application is pending for the last more than one year. 3.

State counsel has sought instructions from the respondents and has filed separate written statements on behalf of all the respondents. Referring to the stand taken by the respondents, he submits that after inquiry, petitioner's application was not recommended by the police authorities and was consigned to the record by the District Magistrate, Jind - respondent No.2, on 31.01.2024. On a specific query by the Court, he submits that no order has been passed thereon.

Be that as it may, as the petitioner has applied for Arms License, vide application, Annexure P-4, it cannot be consigned to the record without dealing with it. As no specific order has been passed, respondent No.2 is directed to pass a reasoned order on the application, Annexure P-4, submitted by the petitioner after affording him with an opportunity of hearing. 6.
The needful be done within a period of four weeks from the date of receipt of the copy of this order.

Petition is disposed of.
