Petitioner has prayed for a writ in the nature of mandamus to direct the respondents-authorities to appoint her on the post of Lecturer History in Government College, Ropar. It has been urged before the court that since petitioner had earlier worked as a contractual employee, she needs to be considered in view of the instructions. It appears that petitioner worked for considerable period as Lecturer History in Government College, Ropar. She could not continue after the year 2013 as regular appointee joined. An advertisement, Annexure P-3 was issued thereafter for walk-in-interview for Guest Faculty Lecturer. Same was conducted on 25.10.2018. Petitioner appeared for the same but was not able to clear. However, petitioner heavily relies upon the recommendation made by Principal of the Government College to the DPI for her reappointment.

This court feels that said recommendation cannot have any binding effect as petitioner was not able to clear the walk-in-interview. Recommendation appears to have been made AJAY KUMAR 2019.04.

CWP No. 3085 of 2019 by the Principal in his personal capacity. Petition is, thus, without any merit and is hereby dismissed.
