CR-877-2026 (O&M) --1-- 192 IN THE HIGH COURT OF PUNJAB AND HARYANA AT CHANDIGARH CR-877-2026 (O&M) Decided on:-26.05.2026 Gurcharan Singh ....Petitioner.

vs.

State of Haryana and another ....Respondents.

CORAM:

HON'BLE MR. JUSTICE HARKESH MANUJA

Present:

Mr.Tarun Sharma, Advocate, for the petitioner.

Ms. Komal Sharma, DAG, Haryana, for respondent No.1.

Mr. H.S. Gill, Advocate, for respondent No.2-HSVP.

***** HARKESH MANUJA J. (Oral) 1.

The short grouse raised in the present revision petition is with respect to non-payment of complete amount of compensation. 2.

Learned counsel for respondent No.2 refers to a sanction order dated 25.05.2026, whereby a sum of Rs.1,33,189/- has been approved in favour of the petitioner-landowner. He also assures that the said amount shall be released to the petitioner within 10 days from today. 3.

In view of the aforesaid stand taken by learned counsel for respondent No.2, the present revision petition is disposed of with a direction that respondent No.2 shall deposit the aforesaid amount in the account of the petitioner within aforesaid time period. In case, the needful is not done, the SONIKA 2026.05.29 18:59 I attest to the accuracy and authenticity of this document

CR-877-2026 (O&M) --2-- Chief Controller Finance, HSVP, Head Office, Panchkula, shall be liable to pay costs of Rs.1 lakh to the petitioner.

3.1 However, at this stage, it may be noticed here that the petitioner-landowner has been fighting for disbursal of his enhanced amount of compensation as against the acquisition of 6.5 square yards of land only, yet, he was made to file different petitions including the petition for enhancement; execution petition as well as the present revision petition. In such circumstances, the office of respondents No.1 and 2 are directed to pay litigation costs of Rs.25,000/- each to the petitioner within a period of 15 days from today. The cost be initially paid by respondents No.1 and 2, however, an inquiry be also held by the respondents to find at whose instance the delay has occurred in disbursal of compensation to the petitioner-landowner and the cost be thereafter recovered from the officer concerned and a report in this regard be also furnished before this Court within 03 months from today.

It may be further noticed that the issue regarding delayed disbursal of compensation has become a common practice and is being dealt with by this Court in various other cases which has compelled this Court to impose cost upon respondents.
