Petitioner has sought a direction from this court for issuance of 'No Due Certificate' and return of three original title deeds as he had paid the entire amount as envisaged in the agreement arrived under the OTS scheme. We dispose off the writ petition with the direction that in case entire payment has been made, the bank shall release the necessary documents such as 'No Due Certificate' & title deeds within ten days from today. The Zonal Manager of the Bank (respondent no. 2 herein) to examine whether there is any official(s) guilty for delay in releasing the said documents, forcing the petitioner to knock at the doors of this court.
