There was no representation of the petitioner on 16.07.2024. A report was sought from the Registry and as per report of the Registry, counsel representing the petitioner has left the practice. Notice was issued to the petitioner for 25.11.2024. As per report of the Registry, the petitioner has retired.

It appears that with the efflux of time the petitioner has lost his interest to pursue the matter. The matter is pending since 1999 and cannot be kept pending for an indefinite period. The Court is left with no other option except to dismiss the petition.
