**** RITU BAHRI , J. (Oral) Petitioner was appointed in the respondent-department on 21.12.1999 as Clerk and till date he has not been given deemed date of appointment i.e 12.04.1990 however, the persons/candidates who have been appointed in the year 2013 have been given deemed date of appointment i.e 12.04.1990 with all consequential benefits. The petitioner is now seeking arrears with interest from 12.04.1990 as granted to other persons instead of 21.11.1999 along with all consequential benefits. In this regard, petitioner has given legal notice dated 12.07.2018 (P-3) but no action has been taken.

Without expressing any opinion on the merits of the case and keeping in view the above facts, this petition is being disposed of by giving a direction to respondent No. 3 to pass speaking order on the legal notice dated 12.07.2018 (P-3) in accordance with law, within a period of six months.
