The petition has been filed inter alia seeking a writ of certiorari quashing the order, dated 22.06.2001, whereby the petitioner's claim to be appointed as Punjabi Teacher has been declined. Further, a writ of mandamus directing the respondents to fill up the vacancies reserved for Scheduled Caste(SC) category out of all the selected candidates of SC categories of Block A & B and Male and Female jointly, and appoint the petitioner as well.

Learned State counsel contends that as per the facts on record, the petitioner's name figured at serial number 15 in the waiting list.
