(ORAL) Prayer in this petition is for issuance of directions to respondent No.4 i.e. Director General, State Vigilance Bureau, Haryana to initiate and conduct the vigilance inquiry in terms of the communication dated 03.02.2020 sent by the Chief Secretary to Govt. Haryana. Learned counsel for the petitioner submits that the petitioner has given a complaint to the Chief Secretary, Govt. of Haryana regarding some mismanagement by the Board of Sonepat Central Cooperative Bank Ltd., Sonepat. The Chief Secretary, Govt. of Haryana, vide its communication dated 03.02.2020, has forwarded the complaint to Director General, State Vigilance Bureau, Haryana to conduct an inquiry in the matter and send the report. CRM-M-8221-2021 -2further submitted that the petitioner has even approached the Director General, State Vigilance Bureau, Haryana in this regard, but no action has been taken so far.

After hearing learned counsel for the petitioner and going through the petition, I find that neither the bank nor any of the official, against whom the complaint is made, is arrayed as respondent. This Court cannot act as an executing agency to issue any such direction to pursue the communication sent by the Chief Secretary, Govt. of Haryana to Director General, State Vigilance Bureau, Haryana that some inquiry be conducted. Dismissed.

However, it will be open for the petitioner to file a complaint before the competent Court of law, after arraying the accused persons.
