The petitioner joined Punjab Police as Constable. He was brought to C-II list on 17.05.1990. He came to be formally promoted as Head Constable w.e.f. 24.05.1990. He came to be reverted to C-II list vide impugned order dated 04.08.1999. He preferred instant petition before this Court which came up for consideration before a Division Bench on 24.08.1999. While issuing notice of motion, the operation of impugned order was stayed. 

      


  #   on account of stay of impugned order, the petitioner was never reverted and he retired on 30.06.2021.  )

Considering the fact that a period of 25 years has elapsed and both the petitioners have already retired, the interim order(s) are hereby made absolute.  (
