Learned State counsel submits that the petitioner has expired on 30.07.2014. However, he makes a reference to the written statement dated 18.05.1998, filed by Surinder Singh Atwal, District Science Supervisor, office of the District Education Officer, (s), Jalandhar, on behalf of respondent Nos.1 to 3, wherein it has been averred that the petitioner was not entitled for regularisation on account of not having acquired the requisite qualifications for the post. Relevant paras thereof read thus:

"1. That the petitioner was appointed as Art & Craft teacher on 6th months basis by the Headmistress, Govt. Girls High School, Nakodar on 3.8.1972 in violation of the Govt. Instructions when the petitioner had no valid diploma for the post of Art & Craft teacher.

2. That the case of the petitioner for regularisation of the services was not covered under the Govt. instructions dated 3.5.1977, 4.7.1978, 28.10.1980 and 29.3.1985 because she had no diploma /certificate regarding for the post of Sewing DINESH 2024.05.30 03:05 I attest to the accuracy and integrity of this document

CWP-1283-1998 (O&M) Teacher in the grade of Rs. 1200-2100 she has not acquired qualifications for the post of Art & Craft teacher.

3. That the petitioner being untrained and appointed by the Headmistress, against the Govt.

Instructions due to non-fulfilment of required qualification was not entitled to the annual increments upto 2/90"
