The grievance of the petitioner in the instant writ petition filed under Articles 226/227 of the Constitution of India is for issuance of directions to official respondents No.1 to 7 to decide his representation dated 20.06.2020(Annexure P-1). His grouse is qua appointment of respondent No.8 as Stamp Vendor for the sub-division Doda, even though, as per petitioner, in the advertisement dated 17.10.2019 no slot for appointment of stamp vendor for sub-division Doda was mentioned. 2.

Learned counsel for the petitioner, inter alia, contends that petitioner has not been selected as Stamp Vendor either for Sri Muktsar Sahib or Doda. According to him, advertisement dated 17.10.2019 pertains only to Sri Muktsar Sahib and yet under the garb of said advertisement, respondent No.8 has been selected as Stamp Vendor for sub-division Doda. On the other hand the petitioner, a resident of Doda, in absence of advertisement, has been denied the opportunity to participate in the selection process for the slot of Stamp Vendor at Doda. Mr. Kanica Sachdeva, AAG Punjab, who has joined the proceedings through video conferencing on service of advance notice, submits that the petitioner has filed the instant writ petition pleading totally wrong and incorrect facts. Even the advertisement relied upon the petitioner has not been even annexed with the petition. She further submits that in fact, petitioner did not participate in the written examination/ selection process as Stamp Vendor for Sri Muktsar Sahib. Therefore, there was no question of denial of opportunity to him to participate in the selection process for Sri Muktsar Sahib. She further submits that later a corrigendum to advertisement dated 17.09.2020 was issued and 6 more slots for Stamp Vendors were also added, including the one in Doda. She submits that petitioner did not participate for Doda also and, therefore, is non-suited on this ground alone.

Aforesaid being the factual position, there is no ground to interfere in the present writ petition. The same is dismissed with liberty to the petitioner to revive the proceedings in case of any factual discrepancy qua the instructions given to learned State counsel.
