#-% This petition has been filed by the petitioner being aggrieved by denial of admission to him in the Ph.D. Programme in the respondent university. It is submitted that the respondent)University has sent a communication to the petitioner on 06.12.2019 denying admission to him by making reference to the existing rules but no specific rules have either been mentioned or communicated. It is further stated that the petitioner has sent a notice to the respondents on 20.01.2020 asking them to inform him the reasons for denial of admission and also to grant admission in accordance with the rules and regulations but no decision thereon has been taken till date.

In the circumstances, the petition is disposed of with a direction to the respondents)authorities that in case the petitioner files a copy of this order alongwith a copy of the petition as well as a fresh representation before them, the respondents)authorities shall consider and take a decision thereon in accordance with law by passing a speaking order. It is made clear that this Court has no expressed any opinion on the merits of the case and therefore, the authorities would be at liberty to examine the matter keeping all facts and facets as well as the rules that they have referred to in the impugned communication declining admission to the petitioner and thereafter either accept or reject the representation. The decision on the representation be taken expeditiously with a communication to the petitioner.

With the aforesaid direction, the petition stands disposed of.
