(Oral) Petitioner has prayed for issuance of a writ of mandamus to direct the respondents to allow him to participate in the auction proceedings and to accept 10% of the bid amount for the purpose. Petitioner had earlier approached this court by way of Civil Writ Petition No.293 of 2020 which was disposed of with a direction to the concerned authority to consider the representation of the petitioner and pass appropriate orders within one month.
Court has today been apprised that order dated 13.02.2020 has been passed by HSIIDC. A copy of the aforesaid order is taken on record. Petitioner has been informed therein that advertisement for auction of plot No.404, Sector 3, Extn. IE Karnal had already been issued and applications had already been submitted. Auction is stated to be held tomorrow i.e. 18.02.2020. Petitioner has prayed that he may be allowed to participate in the proceedings.

We do not find any merit in the petition as cut-off date for submission of applications has already lapsed. It is inexplicable how the benefit of participation can be extended to petitioner alone excluding the general public. The petition is without any merit and is hereby dismissed.
