IN THE HIGH COURT OF PUNJAB AND HARYANA AT

CHANDIGARH Date of Decision : 28.02.2023 Deepak Mahajan ....Petitioner

VERSUS

Uma and Another ....Respondents CORAM : HON'BLE MRS. JUSTICE ALKA SARIN Present :

Petitioner in person.

ALKA SARIN, J. (Oral) The present review application has been filed by the petitioner in person. On 19.01.2023 the following order was passed : "The present revision petition has been filed challenging the impugned order dated 05.11.2020 whereby the application filed by the plaintiff-petitioner for amendment of the plaint has been dismissed. As Mr. Deepak Mahajan, petitioner had been appearing in person, on 06.01.2022 the following order was passed :

"The petitioner is appearing in person and is not able to project his case lucidly.

Adjourned to 05.04.2022.

Meanwhile, the petitioner is directed to approach the office of the High Court Legal Services Committee for appointment of a legal aid counsel who will argue the case on his behalf."

-2In pursuance to the said order Mr. Sahil Khunger, Advocate was appointed as legal aid counsel in the present case to assist the Court. He has not been able to point out any infirmity in the impugned order. A perusal of the amendment application reveals that the same is totally vague and it is not comprehensible as to the nature of the relief that the plaintiff-petitioner is seeking. Infact, neither the amendments sought are mentioned in the application nor the amended plaint has been filed.

It is trite that blanket orders cannot be passed on an application for amendment of pleadings. It has to be specifically stated as to the nature of the amendment that is sought as also the paragraphs in which the amendment is being sought.

The amendment application in the present case being totally devoid of any material particulars and being vague has rightly been dismissed by the Trial Court.

In view of the above, I do not find any merit in the present revision petition which is accordingly dismissed. Pending applications, if any, also stand disposed off."

On 19.01.2023 Mr. Sahil Khunger, Advocate (Legal Aid Counsel) had appeared in Court and had argued the matter on merits and an order was accordingly passed.

-3The present review application filed by the petitioner is also totally vague and incomprehensible. Wild allegations have been made against the legal aid counsel as well as counsel in the District Courts as well as Judicial Officers.

In view of the above, the present review application is dismissed with costs of Rs.10,000/- to be paid to the High Court Legal Services Committee.
