Pursuant to the order dated 27th of February, 2023, Managing Director PUNSUP is present in person and admits the lapse on the part of the authorities. She at the same time assure this Court that the concern of this Court already stands conveyed to the appellate authority and for future endeavor shall be to pass a reasoned order.

In view of the aforesaid fact, the present writ petition is allowed. Order passed by the appellate authority is hereby set aside. The matter is remanded back to decide the appeal preferred by the petitioner afresh in accordance with law by passing a well reasoned/ speaking order after granting opportunity of hearing to the petitioner.
