***** Rajan Gupta, J. (Oral) As per the stand taken in the petition, petitioner joined as a Home Guard on 15.01.1992. He kept on performing his duties till February 1996. He was, thereafter, sent to perform election duty at Fatehgarh Sahib. According to him, after completion of said duty, he reported back at Ludhiana but was not allowed to join. Petitioner, thereafter, remained silent for almost 23 years. He served a legal notice in the year 2018 to which reply was sent by the SPIO as it was an information sought under RTI. The writ petition suffers from serious delay and laches. The mere fact that some reply under RTI sent by the State Government would not condone such huge delay. Besides, petitioner has no right to be inducted as Home Guard. Present petition is without any merit and is hereby dismissed.
