The petitioner joined Indian Army with effect from 06.06.1963 and served till 30.06.1987. He joined Haryana Vidyut Prasran Nigam Limited, Panchkula on 23.04.1991 as a Helper Grade-II. The State Government issued instructions with respect to grant of military service benefit to the ex-servicemen in the light of Punjab Government National Emergency (Concession) Rules, 1965 (in short "1965 Rules"). The petitioner claimed benefit of military service but to no avail. 2.

The petitioner filed CWP No. 11146 of 1998 which was disposed of vide order dated 21.07.1998 directing the respondent to consider PARAMJIT KAUR SAINI 2025.01.30 04:15 I attest to the accuracy and integrity of this document

CWP No. 19351-1998(O&M) -2claim of the petitioner. The respondents by impugned order declined his claim.

The petitioner is unable to point out any benefit arising out of military service which the respondent had agreed to extend to ex-servicemen but was denied to him.

The respondent has passed speaking order whereby claim of the petitioner has been declined. Merely the Punjab State Government has issued 1965 Rules and to some extent have been adopted by State of Haryana, does not mean that petitioner is entitled to benefits unless and until same are agreed to be extended by respondent which is a public sector undertaking.
