Mr. R.K. Bhatia, Advocate for the petitioners. VINOD S. BHARDWAJ , J (ORAL) Learned counsel for the petitioners submits that respondent Nos.3 & 4 have been wrongly impleaded as party in the present petition and therefore, their names may be deleted from the array of parties. Ordered accordingly.
Petitioners have challenged the impugned order dated 07.02.2025 (Annexure P.4) whereby they have been reverted back from the position of Forest Ranger to Deputy Ranger.
It is noticed that the office order No.47 dated 10.06.2024 contained conditional clause to the effect that these promotions are without prejudice to the disciplinary proceedings pending against his/her senior and in the event vacancy against which he/she has been promoted ceases to exist and there is no vacancy, he shall be reverted and vide impugned order dated 07.02.2025, due to promotion of senior officials (withheld at that time due to pending disciplinary proceedings) namely Raman and Punit Kumar, the petitioners have been reverted back from the post of Forest Ranger to Deputy Ranger.

CWP No.4325-2025 Learned counsel for the petitioners contends that the respondents have promoted one another person namely Ajay Kumar Nain vide office order dated 07.02.2025 to the post of Forest Ranger without considering the petitioners. Though argument raised is that said Ajay Kumar Nain is junior to the petitioner but there is no such averment made in the present petition. Further it is also not stated as to whether the petitioners were eligible for being promoted or whether said promotion has been made against the reserved roster. In the absence of any specific pleadings to the said effect, said argument is not corroborated by the documents on record. Faced with the above, learned counsel for the petitioners seeks withdrawal of the present petition so as to file comprehensive representation with respondent No.
2-Principal, Chief Conservator of Forests Haryana. He submits that he would be satisfied at this stage, in case respondent No.2 is directed to consider and decide the said representation in a time bound manner. Accordingly, present petition is disposed of as withdrawn with the liberty reserved to the petitioners to file a comprehensive representation to respondent No.2 within a period of four weeks, which shall be decided by respondent No.2 within a period of three months thereafter by passing a speaking order from the receipt of certified copy of this order after granting an opportunity of hearing to the petitioner.
