The present Civil Writ Petition has been filed under Articles 226/227 of the Constitution of India for issuance of a writ in the nature of mandamus directing the respondents to grant the petitioner higher pay scale on completion of 09 years and further grant higher pay scale on completion of 14 years under Assured Career Progression Scheme.

Learned counsel contends that the petitioner is a pensioner, retired on 31.10.2016 and as per notification dated 03.11.2006 and 17.04.2000, he is entitled to ACP Scheme benefit of 9-14 years. In this regard, there is a recommendation dated 16.07.2021, Annexure P-5, also that is in his favour by Deputy Registrar, Cooperative Society, Jalandhar to Joint Registrar, however, no decision has been taken thereafter. He thus, at this stage, on instructions, submits that the petitioner is sanguine of it being considered in a positive manner, in case, a direction is given to the respondents to decide the same in a time bound manner by granting him an opportunity of hearing.
