Petitioner seeks concession of regular bail in a case registered against him vide FIR No. 207 dated 04.11.2013 under Section 420 IPC at Police Station Dharamkot, District Moga. Learned State counsel has filed a short affidavit of Gurpreet Singh, Deputy Superintendent of Police, Dharamkot, District Moga stating that petitioner is involved in seven other cases. According to allegations, accused-petitioner introduced himself to the complainant as a senior boating coach at Sukhna Lake, Chandigarh. He claimed that he could send brother of the complainant to the USA. He demanded `16.00 lacs for this purpose. As per his wish, a sum of `1.00 lac was given to the accused alongwith passport. Another sum of `8.00 lacs was handed-over to him. Accused promised that he would get the Visa and the complainant should arrange the balance amount. CRM M-13186 of 2015 mother of the accused. Brother of the complainant was asked to reach Delhi. He was given the visa for Managua with the promise that he would be further sent to USA. At Managua, brother of the complainant was apprehended by the police. A fine of `15,000/- US dollars was imposed. After this amount was paid at Managua, Gurjit Singh, brother of the complainant was released by the police. Certain other persons faced the same fate at the hands of the accused.

In view of serious allegations and involvement of petitioner in other cases, I am of the considered view that he is not entitled to concession of bail pending trial.
