Prayer made in the present petition is to re-consider the claim of the petitioner for appointment, for which learned counsel for the petitioner would submit a legal notice/representation relying on para 2(i) of the instructions dated 14.03.2019, which may be directed to be decided in a time bound manner, to which learned State counsel that in case the same is filed within a period of 4 weeks, it shall be decided within a period of 4 months, which this Court has no reason to believe the authorities would not address in a just, fair and reasonable manner.

Disposed of accordingly and if the petitioner is found entitled, grant the benefit forthwith. Needless to say, if the orders are adverse to his interest, the same may be passed after granting opportunity of hearing to him and shall contain reasons, whereupon he shall be free to seek legal redress thereupon.
