Learned State counsel has pointed out that on 07.04.2025 the Standard Operating Procedures (SOPs) and templates for Application, Resolutions of Gram Panchayat and Gram Sabha, Land Utilization Plan have been prepared and as per the SOPs the application is to be filed by an unauthorized occupant to the Gram Panchayat through its Sarpanch to purchase the land on which the house is constructed alongwith certain documents.

Learned counsel for the petitioner states that the applications (Annexures P-1 and P-2) were filed before the Block Development Officer prior to the SOPs being put into place. He seeks permission to withdraw the present petition with liberty to file an appropriate application as stated in the SOPs to the Gram Panchayat.
